REACH
The new EU REACH (Registration, Evaluation and Authorisation (and Restriction) of Chemicals) regulation came into force on the 1 June and sets out new requirements for the use of chemicals and substances throughout the EU. To ensure that chemicals (including metals and alloys) used in manufacturing processes, can continue to be legally used in the EU they will need to be registered with the EU Chemicals Agency in Finland and tested for specific uses.

Regional REACH workshops 2009
Events have been planned across the UK regions and will be advertised here when their dates have been confirmed. Currently roadshows are being planned for the Farnborough, Bristol, Scotland, North England and Northern Ireland areas. These dates will be made available below soon. Current dates are as follows:
- 3 June 2009 - West of England Aerospace Forum (Bristol)
The first of the roadshows was held at Rolls-Royce, Derby on 3rd March 2009, and the second at Lockheed Martin UK, Havant 5th May 2009. For the full presentation given, please see below.

The European Chemicals Agency Press Release 28 Oct 08
European Chemical Agency (ECHA) has included 15 substances in the Candidate List of Substances of Very High Concern (SVHC) for authorisation. The list was published on ECHA website on the 28 October. It will be regularly updated when more substances are identified as SVHC. ECHA urges companies to check their potential obligations resulting from the Candidate List.

REACH and the Ministry of Defence
The Pre-registration of substances under the EU REACH regulation commenced on 1 June 2008. In some limited circumstances where information needs to be protected for defence purposes an exemption from REACH can be provided by the MOD. The document below, which has been provided by the MOD contains details of how this application can be made.

UK REACH Competent Authority
UK REACH Competent Authority has launched an e-bulletin to help people keep up to date with the continuing implementation and evolution of REACH. Its free to register, which can be done by following this link:

Pre-registration events. Following on from their series of awareness raising roadshows, the UK REACH Competent Authority is now organising a shorter series of events covering pre-registration and the proposals for the enforcement of REACH in the UK.
The flyer below provides more information about venues, an outline content and a booking form (please note that they are also currently planning an event in Northern Ireland in late August/early September). Unlike previous events, they anticipate that attendees will already know about REACH. The events will again be free to attend and as you will see from the flyer they are intending to hold two sessions a day at each of the venues. However, numbers will be limited so it is important that anyone wishing to participate indicates which session they would like to attend.

REACH interpretation guidelines
A group of leading European manufacturers and associations have jointly released a guide, designed to assist companies in the mechanical, automotive, aeronautics, space and defence sectors in complying with the REACH Regulation.
Companies, particularly Small and Medium-Enterprises (SMEs), will find this guide of practical help in understanding legal, technical and economic aspects of the regulation. It explains how to implement the requirements of REACH based on the current commonly accepted interpretations. The major provisions and deadlines are presented and supported by the use of flowcharts.

The European Chemicals Agency Guidance Documents
The European Chemicals Agency Guidance Documents are a series of guidance documents that are aimed to help all companies with their preparation for fulfilling their obligations under the REACH regulation. These documents cover detailed guidance for a range of essential REACH processes as well as for some specific scientific and/or technical methods that industry or authorities need to make use of under REACH.
The guidance documents were drafted and discussed within the REACH Implementation Projects (RIPs) by the European Commission services, involving all stakeholders: Member States, industry and non-governmental organisations.

The regulation applies to all substances that are manufactured or imported into the EU in quantities exceeding 1 tonne per legal entity, per annum. However, certain chemicals are exempt such as polymers, intermediates in chemical processes, pharmaceuticals, R&D substances and waste. The underlying principle of REACH is that where no data is provided, it will be illegal to supply and use a substance. REACH will therefore impact on the majority of aerospace and defence suppliers operating in the UK

The Agency manages the registration process, plays a key role in ensuring consistency of evaluation, provides criteria to guide Member States' selection of substances for evaluation and takes decisions requiring further information on substances under evaluation. It also provides opinions and recommendations in the authorisation and restriction procedures and has duties with regard to confidentiality.
REACH Consultations
There are some decisions on how REACH will operate which will be taken in the UK. These decisions will be informed by consultations that are run by DEFRA. A|D|S's submissions to recent consultations are attached below for further information.
